Droit des peuples autochtones

 

Le rêve lointain

 

C’est lors d’un atelier tenu du 8 au 9 par l’équipe technique de l’organisation internationale du travail décent pour l’Afrique centrale, que les représentants des peuples autochtones ont soulevé l’inertie dans l’application de leurs droits.

Le respect et la pleine application des droits reconnus sur le plan national et international, notamment le droit foncier, le droit au respect et à la reconnaissance, tels sont les réclamations soumises lors des discutions dur le droit des peuples autochtones. Ainsi c’est sous le thème «quels droits pour les peuples autochtones au Cameroun: la réponse des instruments internationaux», qu’exposants et participants ont demandé l’amélioration de leurs situations de vie et du respect de leurs droits.

Des doléances exposées chaque année qui commencent à lasser certains participants. «Cela fait quand même deux décennies que la question est sur la table au Cameroun. Aujourd’hui ce qu’on devrait voir c’est plutôt à quel niveau nous en sommes dans l’implémentation des droits de ces populations autochtones. Or on ne fait que revenir ici pour apprendre le droit des peuples autochtones. Un droit déjà appris il y a une vingtaine d’année. Je m’en vais» affirme Bouba Hawe, présidente de l’organisation africaine des femmes autochtones.

Selon Timothée Emini, représentant des peuples autochtones, la question de la reconnaissance, le respect et la pleine application de leurs droits reconnus tant sur le plan national qu’international demeurent une véritable difficulté dans leurs vécus quotidiens au Cameroun. «Si le Cameroun est perçu en Afrique centrale comme une référence des pays avancés dans les initiatives autour de la problématique des droits des peuples autochtones, il faut relever que le chemin reste encore très long notamment à cause des discrimination sous toutes les formes, la violation de nos droits sur les terres et la non reconnaissance de la propriété sur les ressources naturelles» confit-il.

Du côté du bureau de l’Oit, l’on a soulevé l’insuffisance dans la coordination des actions en faveur des peuples autochtones. «Au niveau national, le contexte est celui de la revue de certains textes de loi dont le contenu affecte ou peut affecter les populations autochtones d’une part, et l’étude en cours pour l’identification des populations autochtones conduit par le ministère des relations extérieurs d’autre part» souligne Benoît Guiguet, directeur du Bit.  

Ainsi à travers cet atelier, le Bit espère que de nouvelles mesures soient détectées et adoptées pour accentuer les efforts du Cameroun dans la prise en compte des droits des peuples autochtones dans toutes ses réformes, ses politiques, et ses stratégies.
